COLORADO SPRINGS, COLO. -- The growing pains continue for Colorado Springs Strong Mayor Steve Bach and city council.

Wednesday Bach outlined the items he is vetoing in the 2012 proposed budget.

Council approved by the budget ordinance Tuesday with a 7-2 vote.

Bach said he accepts some of council's recommended changes, but he can not support spending money on several non-essential services given the financial future the city is facing.

"Police and fire will spend $1.6 million less next year than what they thought they needed," Bach said. "If we are going to spend more money it needs to be in public safety."

Some of Bach's vetoes include money for the maintenance of city tennis courts, an additional code enforcement officer and money for the Old Colorado City Historical Society.

Bach said he understands his vetoes may upset some but added they are necessary to keep the city's budget in check.

"Our city can not pay for everything we want it to, and I have said this over and over, we need our community to step up as organizations even more than everyone already has," he said.

One way to do that Bach said is through community partnerships.

He encouraged members of city council who feel passionate about things such as tennis courts to form partnerships and raise money.

"We just have to realize the world is changing, and we do not have unlimited money," Bach said. "I do not think there are people that realize that yet."

Several city council members declined to comment until they vote on the budget, but District 3's Lisa Czelatdko said she was optimistic Bach would not come back with any vetoes.

She said the conflict is positive, and disagreement is part of life.

City council will meet Thursday for a special session where they will vote on Bach's vetoes.
