BOULDER, Colo. (AP) — A Boulder councilwoman wants an investigation into whether the city was wrong to arrest and remove from the podium a man who was wearing only boxer shorts when he was addressing the City Council.

Councilwoman Lisa Morzel says she thinks the First Amendment rights of 43-year-old Seth Brigham were violated last week when someone turned off his microphone. Someone was also making scratching noises on another microphone while he spoke.

Brigham says he was trying to make a point about the city's recent proposal to criminalize nudity. He was removed soon after he began talking about a council member's campaign contributions and another's decision to leave open the doors to his business during winter.

Brigham faces charges of obstructing police and trespassing.
