DENVER (AP) -- Marijuana and gay marriage are before a Colorado board charged with clearing language for possible ballot initiatives.
The board planned to hear a complaint Wednesday that a proposed constitutional amendment to authorize pot for recreational use does not properly tell voters that the measure would raise taxes. The architect of the Colorado Taxpayer's Bill of Rights says the proposal would allow lawmakers to put an excise tax on pot and therefore violates the requirement that tax measures begin with a notice in capital letters that the measure could raise tax money.
The state title board is also hearing a proposed initiative to repeal a same-sex marriage ban approved by voters in 2006.
If approved, the measures would still need some 86,000 signatures to be on the ballot.
