DENVER (AP) -- A committee that will make recommendations to the Colorado Department of Education next year on the best ways to measure student performance is trying to find the best way to grade teachers.

The State Council for Educator Effectiveness met Friday.

Members are drawing up proposed guidelines that will base at least half of a teacher's evaluation on the academic growth of students.

Tenured teachers are worried that the new grading system will allow administrators to force them out of their jobs and they want the state to come up with a fair system that guarantees their rights to appeal.

The committee has until March 21 to turn in its recommendations.
