COLORADO SPRINGS, COLO. -- Pikes Peak Rural Transportation Authority (PPRTA) capital projects, except for Woodmen Road (funded primarily by federal stimulus dollars), were temporarily halted in late 2009 because of staffing reductions in City Engineering due to budget cuts.

City staff subsequently solicited bids from the private sector to provide program management for PPRTA projects. Nolte Associates, Inc. was selected and projects were restarted in mid-March.
