DENVER (AP) -- Colorado counties say they will fight any attempt by the state to take over social services after the deaths of 13 children in the welfare system.

The Colorado Department of Human Services recommended the state takeover in a report given to Gov. Bill Ritter Thursday.

Ritter created a task force to investigate the deaths children whose families had previous contact with social workers.

The investigation found problems with training and with communications between county and state workers.

Chip Taylor, legislative director for Colorado Counties Inc., a statewide group representing counties, says counties offer local solutions for local problems and the state shouldn't meddle in their affairs.
