PUEBLO, COLO. -- Pueblo will now allow the city's gay workers to add domestic partners to their insurance programs.

The Pueblo City Council voted six to one to approve the change.

Council President Chris Kaufman was the only member to vote against the change, saying he had to stand with voters who have repeatedly said marriage is between a man and a woman.

Supporters say the city needed to add the provision as a step of toward equality for all city employees.

Opponents say the council is trying to subvert the will of voters who voted down a state referendum in 2001 to legalize domestic partnerships.
