AURORA, COLO. (AP) -- Family members of some of those killed or wounded in the mass shooting at a Colorado movie theater want lawmakers to put a victims' fund under control of an independent arbitrator.

Tom Teves and other families called on Colorado Gov. John Hickenlooper and others for help Thursday. The news conference was markedly less emotional than one last month, demanding a say in how the $5 million is spent.

Teves says fund managers plan to spend some money on mental health care for victims, but he said the money should be given directly to families and government dollars should pay for all medical bills.

The adviser to the committee distributing the money says he sympathized with the families. But Rich Audsley says it has to consider the lifelong needs of people who will "never be the same again physically" as they figure out how to distribute the money.
