Tow truck operators now have to place warning stickers on cars they are about to tow.

COLORADO SPRINGS, COLO. -- The company Allen Rose worked for, J&J Towing, is not able to enforce a new towing law set up because of Rose's death because they don't have the proper equipment yet.
Rose was dragged to death Feb. 23 while trying to tow an illegally parked SUV in Colorado Springs. While Rose was in the process of hooking up the SUV to his tow truck, someone got in the SUV and drove away. Rose's legs became entangled in the chain, and he was dragged behind the SUV for more than a mile.
He died shortly thereafter.
Rose's death prompted the drafting of a new tow truck safety bill by Colorado lawmakers, which Gov. John Hickenlooper signed into law June 7.
The law, which went into effect Friday, requires all tow truck operators to first place a large warning sticker on the driver's side window indicating the car is being towed.
A spokesman with J&J Towing said Friday although the law is in place, his company, the one Rose worked for, has yet to receive the stickers.
The Distinct Attorney's Office has charged 33-year-old Detra Farries, the alleged driver of the SUV, with several felony offenses including manslaughter and vehicular homicide.
Her trial is ongoing.
