COLORADO SPRINGS, COLO. (AP) -- Homeland Security Secretary Janet Napolitano says an agreement between her department and the Defense Department allows the military's super-secret National Security Agency to be used "appropriately" for civilian cybersecurity.
Napolitano said Thursday the wording of the agreement includes an awareness of privacy and civil liberties issues.
The agreement was announced this month. It allows Homeland Security to tap into NSA expertise on cybersecurity issues.
Napolitano says the nation doesn't need two agencies like the NSA, just one that can be used for defense and "approprpriately used for civilian purposes."
Privacy advocates say that safeguards will be necessary to protect vicil rights.
