COLORADO SPRINGS, COLO. -- The Colorado Springs Police Department's Internet Crimes Against Children Unit (ICAC) arrested 52-year-old Rocky Duggan Tuesday for sexually assaulting a female child and sexual exploitation of children.
A citizen found photographs of the child in a dumpster Aug. 20. Investigators collected the photos, along with other evidence, and the ICAC Unit identified the child in the photos. Investigators learned that Duggan, a Colorado Springs resident, had sexually assaulted the child over a number of years.
A man dumpster diving behind a 7-11 on Fillmore street found a briefcase with sexually explicit pictures and a VHS tape inside. Checkbooks with Duggan's name on them were also found inside the case. Police say the victim appeared as young as eight years old in some of the pictures and as old as fourteen in others.
According to court documents, Duggan admitted he had sexual contact with the victim at his apartment - just a block away from where the pictures were found - over the course of several years, and that it stopped in 2006 or 2007.
He's being held on $100,000 bond.
