SW Colo. town battles Qwest over fiber optic lines

SILVERTON, COLO. -- The town of Silverton and San Juan County have filed a complaint with state regulators accusing Qwest Communications of not fulfilling its obligation to run fiber optic lines to the historic mining town.

The southwestern Colorado town and the county filed a complaint Wednesday with the Colorado Public Utilities Commission.

The complaint stems from a 10-year, $37 million contract the state signed with Denver-based Qwest to provide every county seat with high-speed network capabilities.

The complaint says Silverton is the only county seat where that didn't happen.

But Denver-based Qwest and the state disagree. Qwest officials say the contract mandated a specific bandwidth, but didn't specify the method.

They say the service is being provided via the town's microwave radio.
