Scholars say Pakistan hasn't quit insurgent hyabit

(AP) -- A new study suggests that the United States isn't getting its money's worth for all the billions of dollars it's pledged to Pakistan to fight terrorism.

The study by the RAND Corp. says Pakistan has furthered U.S. goals in hunting some terrorists, but at the same time has undermined U.S. interests by courting insurgents.

The study suggests that the U.S. withhold some aid until Pakistan makes "discernible progress."

The report, to be issued Monday, says there's a rising number of terrorist plots in the U.S. with roots in Pakistan, for example the May 1 failed car bombing in New York's Times Square.

The study says the U.S. has had limited success in encouraging Pakistan to cut ties to terrorist groups, and that there's been long government support or tolerance by Pakistan for some extremists, including the Taliban.
