Colorado submits second bid for school funding

DENVER (AP) -- Colorado is taking another shot at winning millions of dollars in federal education funding.

Officials submitted the state's application for the second round of the Obama administration's Race to the Top competition late Monday, ahead of Tuesday's deadline.

Colorado placed 14th out a field of 16 finalists in the first round in April.

Since then, the state passed a new law that will strip job protections from teachers whose students aren't showing progress starting in 2015. Lt. Gov. Barbara O'Brien says Colorado promoted that change in its application and expects it to be a "game changer" in the competition.

Colorado can win up to $175 million this time around, about $200 million less than last time.
