Police identify remains of body from storm sewer

COLORADO SPRINGS, COLO. -- Colorado Springs Police Department (CSPD) Wednesday released the identity of the body found in a city storm sewer at 2120 Cheyenne Canyon Road by a city work crew on March 18, 2009.

The body is that of Thomas "Richard" Saulsbury of Colorado Springs, age 49 at the time of his disappearance.

Forensic experts created a bust of the victim with facial features. A homicide detective recognized the bust as one from a missing person case initiated in July 1996. Investigators used that information and also DNA samples to determine the remains were that of Saulsbury.

The cause and manner of death has not been determined and the investigation is ongoing.

Police ask that anyone with information about this incident to contact CSPD at 719-444-7000 or Pikes Peak Area Crime Stoppers at 719-634-STOP (7867) and remain anonymous. Tipsters could earn a cash reward based on the nature of the information.
