DENVER (AP) — Colorado Gov. Bill Ritter and legislative leaders are laying out their plans for the upcoming legislative session that begins Jan. 13. The state's budget crisis is expected to dominate the 120-day session. Also expected to be high on the list of priorities for legislators are programs that lawmakers hope will create more jobs.
