DENVER (AP) — A Colorado legislative committee studying long-term fiscal reform is deciding what measures are needed to help fix the state's budget problems.

None of the proposals that the Long-Term Fiscal Stability Commission is considering Wednesday deals with the state's tough tax and spending limits, which lawmakers say tie their hands when dealing with budget problems.

The commission has spent months studying solutions for higher education and transportation funding, affordable access to health care, kindergarten through 12th grade education, state-owned assets, and the creation and adequate funding of a state rainy day fund.

The commission plans to deliver a strategic plan for the state's long-term fiscal stability to lawmakers later this week.
