Colo. Springs may loosen tax, spending limits

COLORADO SPRINGS, Colo. (AP) -- The hometown of Colorado's best-known anti-tax crusader might end up greatly loosening the restrictions of the constitutional amendment he wrote.

Colorado Springs Councilman Tom Gallagher says he'll lead the effort to place a measure on the ballot to repeal most of the Taxpayer's Bill of Rights in the city.

Douglas Bruce wrote the amendment, approved by Colorado voters in 1991. Cities and counties where voters have eliminated all or some of the restrictions have referred to the process as "de-Brucing."

The amendment, known as TABOR, limits the growth in government revenue and spending and requires state surplus revenue be refunded to taxpayers.

Bruce, who lives in Colorado Springs, says he thinks a ballot proposal repealing TABOR at the city level has "zero chance."
