CANON CITY, Colo. (AP) -- A Bureau of Land Management advisory council isn't taking a position yet on a proposal by artists Christo and Jeanne-Claude to suspend large fabric panels over the Arkansas River.

The BLM would have to issue a permit for the husband-wife team's "Over the River" project, which would hang the panels over about six miles of the river between Canon City and Salida. It likely wouldn't happen until at least 2013.

The BLM's Front Range Resource Advisory Council has discussed concerns about wildlife and other issues but is staying neutral on the proposal until after a draft on environmental impacts of the proposal is written.

The artists' previous projects include erecting thousands of fabric panels in New York's Central Park in 2005.
