Memorial Health System bids revealed

COLORADO SPRINGS, COLO. -- The city of Colorado Springs has unveiled the five bids it received to take over the city-owned Memorial Hospital.

The bids include upfront lease payments of up to $500 million and combinations of capital investments and subsequent payments.

We have summarized the proposals.

Sisters of Charity of Leavenworth Health System (SCLHS) operates Exempla Saint Joseph Hospital in Denver.

According to their bid submission, "The cornerstone of our strategy is to deliver high quality health care to El Paso and surrounding counties with significant growth potential on both the inpatient and outpatient sides."

SCLHS is willing to make $100 million in capital investments to the Memorial Health System service areas over the first five years of the lease.

The documents state the company is also willing to offer up to $400 million to the city.

University of Colorado Hospital is in the process of forming a new partnership called, "The University of Colorado Health System."

Memorial Health System would be the third party in the venture.

The vision is to create regional effective and coordinated care across the Northern, Central, and Southern regions of Colorado.

Their submission includes a capital commitment of $1.12 billion over 40 years and $3 million annually to fund the development of a satellite University of Colorado School of Medicine at the University of Colorado at Colorado Springs.

Centura is Colorado's largest family of hospitals, operating 13 hospitals and parent company of Penrose-St. Francis.

They're proposing a partnership called, "The Community Health Collaborative" that would create a rehabilitation center focusing on post-traumatic brain injury and expanding the medical education program at UCCS.

HealthONE operates the largest health care system in the metro Denver area.

Documents state a $500 million lease propsal and an estimated $10 million in tax benefits to the city and the state of Colorado while continuing to support the hospital's current charity and indigent care.

The current leadership at Memorial Health System want to keep the corporation local with strategic decisions coming from the community.

They will also prevent any sale or change of ownership without the consent of the city.

They're proposing a $5 million payment to the city upon the start of the lease.

The Memorial Health System Task Force will meet with the bidders Friday. The proposals are available for public review at the City Clerk's office and Penrose Public Library.
