COLORADO SPRINGS, COLO. -- "By law, city council can increase the mill levy to make sure Memorial [Health System] will stay in the black," Bob Lally, chairman of the Citizens' Commission, said.
The municipality question on the November ballot sounds simple. The problem is the ballot jargon is confusing some people and they're not sure what they're voting on.
"I didn't understand any of it," Shanyne Stone, an El Paso County voter, said. "The only thing that made sense to me was Memorial Hospital."
The question asks:
"Shall ordinance No. 1854 that requires city council to levy a tax to pay for any operating deficit of Memorial Health System be repealed?"
"The answer is clearly yes, we don't want to be taxed anymore than we are right now," Lally said.
While the answer might be clear to Lally, the question isn't for some, and it has some voters annoyed and blaming the county attorney for the confusion.
"I think a lot of people don't vote because they don't understand the questions," Barb McNew, an El Paso County voter, said.
Some of the voters FOX21 News talked to did understood the question, but they didn't want to talk.
Ballots must be received by 7 p.m. Nov. 1.
