ARVADA, COLO. (AP) -- Arvada police say their enforcement powers are limited after a pit bull attacked and disemboweled another dog.
Arvada Police spokeswoman Susan Medina says police are investigating, but police cannot seize a dog if it's not a person who was attacked.
The dog owner euthanized the dog voluntarily on Wednesday.
Janelle Germain tells KMGH-TV she was walking her dog Monday when the pit bull jumped out of a car window and attacked.
Germain's dog died in surgery.
