COLORADO SPRINGS, COLO. -- Colorado Springs residents have unofficially elected Steve Bach as their first strong mayor.

Bach defeated Richard Skorman in a mayoral run-off to become the city's first strong mayor after neither candidate received more than 50 percent of the vote in the April municipal election.

Skorman conceded just after 8 p.m. Tuesday.

Bach was one of 11 original candidates to run in the election. Four dropped out before April's election, and he and Skorman were the last two left standing.

Bach will replace outgoing mayor Lionel Rivera, who has been in the position since 2003.
