COLORADO SPRINGS, COLO. -- The five Colorado Springs city council candidates that made up the 'reform team' look to be on the outside looking in after voters cast their ballots Tuesday.

The team, led by anti-tax crusader Douglas Bruce, also included Richard Bruce, Ed Bircham, Helen Collins and Gretchen Kasameyer. Although the results are unofficial, none of them finished in the top five out of the 16 at-large candidates.

Jan Martin led all council candidates with 11 percent of the vote. Merv Bennett, Val Snider, Brandy Williams and Tim Leigh also look to be elected if results hold up.

Springs residents were able to vote for up to five of the 16 candidates.
