Why did thousands of emergency calls fail during wildfire?

More than 32,000 people were evacuated during the Waldo Canyon Fire, many of which said they never received an emergency notification call. According to the El Paso County Emergency Notification Office, approximately 118,000 emergency calls were issued during the wildfire.
