Colorado Springs City Council decided Tuesday to postpone consideration of a joint stormwater resolution with El Paso County Commissioners, voting to revisit it on March 12.

Commissioners approved the resolution last week to formulate a regional approach to address critical infrastructure needs in the Pikes Peak area, and they urged City Council to do the same. Council members said the postponement would give them more time to review the resolution and meet with Mayor Steve Bach and city staff.

But Bach wants council to put the matter off even longer. At a press conference early Tuesday, and later at the City Council meeting, Bach urged the panel to table the resolution until a new council is seated after the April 2 municipal election.

He also presented several reasons why he’s not inclined to throw his support behind it — at least not yet. Among them: The city is about to move ahead with an independent engineering study to get a second opinion on the findings of a Stormwater Task Force, which determined the region has nearly $900 million in stormwater needs.

“This second opinion is needed given the sheer magnitude of the challenge ... and since the Stormwater Task Force changes its estimate of the funding requirement for the city from $500 million to $800 million. That’s a 60 percent increase — and a surprise to us.”
