State Rep. Daniel Kagan planned to introduce a bill this session that would increase wages for the workers, who come to the U.S. on temporary work visas and get paid below minimum wage. Instead, he's opted for introducing a bill to create a committee to evaluate concerns from immigration advocates and the struggling sheep industry.
