A Colorado Springs judge ordered a 19-year-old man to take out a newspaper ad warning of the dangers of drunken driving and apologizing for the single-vehicle accident that killed his roommate.

GM launched the print and newspaper ads Friday. Carmakers can require dealers to make upgrades in their businesses and the bill would require manufacturers to reimburse dealers for those expenses over the last five years. Dealers also would get a right of first refusal if the manufacturers later award another franchise nearby.
