Joseph Upshaw, 21, arrested in the drug sale, was also in possession of a loaded Smith & Wesson semi-automatic handgun when arrested. Police found a man identified as Justin McDowell, 22, when they entered Upshaw's bedroom. McDowell resisted arrest and was taken into custody on an active warrant for attempted first-degree murder.

Susana Pelayo Perez was a passenger in a vehicle near the Shannon Glen Apartments at 220 N. Murray Blvd. when shots from a passing vehicle hit her. The driver of the car she was in took her to Memorial Hospital where she later died from her wounds. Arrested were Kyle Gray, 24, and Kandin Wilson, 28, both of Colorado Springs.

Michael Smith was wanted on an active warrant for aggravated robbery for allegedly assaulting a female in the parking lot of the Walmart Store at 3201 E. Platte Ave. on Nov. 11. Lashunda Frazier, 22, one of two females in Smith's car, was arrested for two active misdemeanor warrants.

Officers had set up containment at the restaurant, and when the suspect arrived and police confronted him, he drove his vehicle over a curb and down an embankment, almost rolling the vehicle, according to police. He fled east on Woodmen Road to Powers Boulevard south, eventually turning into a cul-de-sac street. Police attempted to stop the car and the suspect drove onto a lawn trying to escape, but struck a planter. He drove backwards towards the officers who were on foot, ramming into a marked police cruiser, injuring one of the officers.

Investigators searched for several days following the fire to contact the owner, Mark Rance,38. After an extensive investigation into the fire, an arrest warrant was obtained for Rance and he was arrested and taken into custody on Tuesday.

The driver of the vehicle, 44-year-old Wayne Tullis, fled on foot prior to police arrival. However, a resident of the address saw the suspect fleeing, gave chase and detained the suspect one block from the accident.
