The city of Colorado Springs is facing a nearly $28 million budget shortfall in 2010. Measure 2C is expected to eliminate that, but City Councilman Tom Gallagher said a 10 percent pay cut to all city employees could shave $16 million from the deficit. Gallagher said his proposal is meant to put more budget saving options on the table for public discussion.
