COLORADO SPRINGS, COLO. -- Colorado Springs Police have arrested a man on charges of child abuse and reckless endangerment after he was caught dangling a toddler over a balcony Saturday afternoon.

Officers were called to the Vistas at the Citadel Apartment compex on E. Bijou Street at 3:20 p.m. for three children who were in the care of a man who was extremely intoxicated.

Police said another responsible adult was also present, and added when they were about to leave the suspect, 28-year-old Mario Flores, began dangling a three-year-old boy over the third floor balcony railing.

Officers were able to secure the child, and subdue Flores.

The children are ok, and have been returned to their mother.
