If one of my garage door springs break, do I have to replace both springs?

You don't have to, but garage door springs are manufactured to deliver a certain number of cycles, and when one breaks, the other one is probably going to fail very soon. You will save yourself money and trouble if you take care of both springs when one goes out.
 
If one of my garage door cables break, do I have to replace both cables?
 

Cables fray from the inside out, so you cannot predict the remaining life in a cable by its appearance. When one breaks, the other is also at the end of it's intended lifespan. You will save money on labor, parts, and hassle if you replace both when one fails.
