DENVER (AP) -- Dozens of jubilant students cheered Democratic lawmakers at the Colorado Capitol who want to lower tuition costs for illegal immigrants graduating from state high schools.

Democratic Sen. Angela Giron told supporters at the Capitol Tuesday that this year the air is full of optimism.

The proposal goes farther than previous attempts to lower tuition for illegal immigrant students. This year's bill would make illegal immigrants eligible for in-state tuition. Last year, Democrats tried to get support from Republicans controlling the House by proposing tuition that was higher than in-state costs, but lower than out-of-state rates.

The measure has failed six times, but it's likely to pass now because Democrats control the Legislature.

Republicans who oppose the measure say it's unfair to legal residents who still have to pay the higher out-of-state rate.
